In July 2013 Celsius Developments assisted with the purchase of 32 Whatley Crescent in Mount Lawley and was subsequently appointed as the Project Manager for the development of 17 residential apartments.

The property was a level 1,365 square metre site in a triangular shape with a 58.37 metre frontage to Whatley Crescent and 37.54 metres deep on the north eastern side and 13.55 metres deep on the south western side. The property was purchased as a vacant site and it was surrounded on the north eastern and south eastern sides by single level residential dwellings and townhouses. The site was zoned R50 and in the Mount Lawley precinct where multi-dwellings were a permitted use.

Located only 2.7kms from the Perth Central Business District (CBD) a key benefit of the site was its proximity to public transport, with the Mount Lawley train station only 100m away as well as local schools (both private and public), hospitals and the Swan River.

Once the land was secured, Celsius Development’s key responsibilities included:

  • Engagement of consultants and builder for the design and construction of the project;
  • Coordination of the construction program including the 12-months defects liability period;
  • Managing the sales and marketing agent appointed to the project;
  • Financial management and tracking associated with the project; and
  • Coordinating communication with Owners and Investors in the project

Celsius Developments at the time had commenced working with Klopper and Davis Architects (KDA) lead by Sam Klopper and Matthew Davis, and felt that design intent they had shown in other projects would be well suited to this site and location. The eventual design incorporated 17 apartments (6 x 1 bed, 1 bath apartments and 11 x 2 bed, 2 bath apartments).

Following completion of the construction documentation Celsius Developments coordinated the approval process and assisted the Superintendent with coordinating a simple tender for the building contract. Alliance Builders was successful in securing the contract and were considered well-suited to this style of construction with an estimated building program of 74 weeks.

At the time, Celsius Developments wanted to ensure the product being offered had a point of difference to other developments on the market and so created a specification that included as standard:

  • Ducted air conditioning throughout
  • Full height tiling to bathrooms and ensuites
  • Lots of storage within the apartments as well as spacious wardrobes in bedrooms
  • Pendant lighting to Kitchens
  • Well-appointed Kitchens including European appliances
  • Larger than standard apartments quoted in ‘strata’ terms and not architectural sizing*
  • Good-sized balcony/courtyard areas so residents could take advantage of indoor/outdoor living
*Architectural sizes are quoted to the ‘outside of the wall’ and incorporates the thickness of the wall of the external building in to the area of the apartment. This can at times distort the measurement of the apartment and this area is in fact not ‘owned’ by the property owner nor is this a liveable area. The Strata size measures the room to the ‘internal surfaces’ of the walls which are the measurements provided on the strata plan and reflect the actual living area of the property (as you live within the walls, not to the outside).

Whilst many of these inclusions may be considered ‘standard’ in developments today, Celsius Developments, at the time, were one of the few developers offering a higher than ‘normal’ quality of specification that was often only available to buyers building project homes.

The project was completed in July 2016 and Celsius Developments coordinated the handover of the properties from the builder and the final approvals process required to register the strata plan and obtain the required certification for occupancy.

Celsius Developments worked closely with the sales team, Celsius Property, to close the project out with only one apartment remaining for sale.
